French government continues its climate change sponsorship for Vietnam

In the framework of international visit to Vietnam, on the morning of September 6  2016, the president of the Republic of France, Francois Hollande had a meeting with the President of the Socialist Republic of Viet Nam - Tran Dai Quang. At the meeting, the two leaders discussed the bilateral relationships and other problems within the regions and in the world. They both agreed that the relationship between Vietnam and France is positively developing on many different aspects: politics, national security, collaborative development, trade and investment, environment, climate change resolutions, healthcare, science and technology, training, laws and justice, culture, local partnership and French teaching assistance. The two national leaders asserted their common goal which was to further expand the strategic partnership signed in September 2013 to continue to develop further in all facets.

In a shared declaration between Viet Nam and France, once again climate change was mentioned. Specifically, Viet Nam and France both congratulated on the success of the 21st Conference of the Parties to the UNFCCC in Paris and the signing of the Paris agreement was a tremendous effort in dealing with climate change. Viet Nam hopes to receive collaboration and support from France as well as international allies to execute national strategies in this aspect and reach the objectives in the Paris agreement. Both of the national leaders encouraged the signing of Credit Agreement for the water resource and facilities management to adapt to climate change in Ninh Binh and Ha Tinh province and Can Tho city, also consider the possibility that France could participate in “green projects” in Vietnam about solar energy, renewable energy, eco-system rejuvenation, environment-friendly multi-section integrative planning, and building a smart city.


In Vietnam, Agence Francaise de Developpement (AFD) has been representing France in helping Vietnam since 1994. During that period of time, a lot of households in Vietnam had very poor living condition, and the facility was not up to date and in synchronization. Having the expertise and financial reinforcement, AFD stood side by side with Vietnam in meeting the most urgent needs and preparing for the development process in the future. Not only did AFD contributed to the modernization of production zones, which greatly improved the environment and society but it also helped develop the urban areas, which will account for ½ of Vietnam total population around 2020. Moreover, AFD also helped the Vietnam Government in reducing the impact of and adapt to climate change in the situation that these impacts are becoming more and more apparent in Vietnam. Over the last 20 years, AFD promised to subsidize Vietnam with over 1.6 billion euros via 79 projects. Roughly 30 million Vietnamese people (equivalent to 1/3 of the country population) will benefit from these projects of AFD.


About climate change, AFD partnered with JICA (Japanese International Cooperation Agency) proposed to the Vietnam Government that it build the Support Program to Respond to Climate Change  (SPRCC). The program was aimed to help with the national fund over a certain number of years (the first part was from 2010 to 2012) to assist the country in implementing strategic agreement to cope with climate change.



This program supply funds under the control of the Ministry of Natural Resources and Environment based on a consistent policy document written from other official strategic policies of Vietnam related to climate change. There are many different acts in this document, from law release or research implementation to materialize financial systems or pilot projects.

Since 2010, Danang city has been receiving tremendous support from the France government in general and AFD in particular. In addition to the Danang Development and Investment Fund with the sum of $20 million, AFD and the Climate Change Coordination office of Da Nang city have helped the city in researching in climate change fields, effectively utilizing energy to reduce greenhouse gas. Until now, the outcome of the research has been a landmark in attracting and implementing climate change effect reduction programs in transportation, energy, green development, low carbon lifestyle and sustainable growth. At a meeting in July 2016 between AFD Vietnam and the Climate Change Coordination office of Da Nang city, Mr. Genevey, Director of AFD notified that he would carry on boosting Da Nang city in actualizing programs projects and specific steps in reducing greenhouse gas emission and saving and using energy efficiently.


Perhaps, the Climate Change Coordination office of Da Nang city remains as a bridge to coordinate and strengthen the relationship between France and Vietnam in climate change confrontation programs at local areas level.
