The Association in the Management of Vu Gia - Thu Bon River Basin’s Water Resource

In the framework of the project "Comprehensive Assessment Aimed at Resilience to Climate Change for Water Resources in Da Nang City" sponsored by Rockefeller Foundation, on 25/10/2016, in Quang Nam province, Da Nang Climate Change Office (CCCO) held first consultation workshop for products in the association and cooperation between Da Nang and Quang Nam in the field of natural resources, environment and climate change. The workshop was co-chaired by Mr. Tran Thanh Ha, Deputy Director of Quang Nam Department of Natural Resources and Environment and Ms. Huynh Thi Lieu Hoa, Deputy Director of Da Nang Department of Natural Resources and Environment and attracted the participation of more than 50 representatives from relevant departments and agencies in the two localities, hydroelectric power plants upstream of the river and irrigation experts.

It is the mission implemented according to Conclusion No. 26-KL/TUQN-TUDN dated 04.27.2016 by Da Nang Municipal Communist Party Committee and Quang Nam Provincial Party Committee on the mutual cooperation and assistance between the two localities in the coming time and Decision 4593/QD-UBND dated 11-7-2016 on the implementation of "The plan of mutual cooperation and assistance between Da Nang city and Quang Nam province." Accordingly, Da Nang Department of Natural Resources, Environment and the Department of Natural Resources and Da Nang Climate Change Coordination Office in the period of 2016-2020 are allocated to jointly develop and implement following products: (1) Developing a Regulation on the coordination to protect the environment of Vu Gia - Thu Bon river basin; (2) Developing a plan about the coordination to monitor the hydroelectric power plants upstream Vu Gia river’s observance of inter-reservoir operational procedures under Decision No. 1537/QD-TTg dated 07/9/2015 by the Prime Minister; (3) Developing a plan of the coordination to control the environmental pollution in Vu Gia - Thu Bon river basin.

Speaking at the workshop, Mr. Tran Thanh Ha, Deputy Director of Quang Nam Department of Natural Resources and Environment said: Da Nang Department of Natural Resources and Environment was in charge of drafting these products and organized a large number of consultation meetings with Quang Nam province to perfect the products. Also, Mr. Tran Thanh Ha suggested the participants commenting dynamically on the contents and methods of the coordination that could minimize the interest conflict in the management of water resources as well as ensure the harmony of the socio-economic development in the two localities.

 

According to Mr. Truong Tuyen, Director of Quang Nam Hydro-Meteorological Station, the water resources in Da Nang city and Quang Nam provinces are abundant but not enough causing a number of serious consequences. The use of these water resources depends on the direction and operation of the two localities’ management. The Vu Gia – Thu Bon river basin contains about 22 billion m3 of water per year but have an uneven distribution during a year: 4 raining months account for 70%-80% while the dry months account for only 20%-30%. Besides, the fact that there are a number of hydroelectric power plants upstream of the river as well as climate change is increasingly severe leads to major obstacles in ensuring the region’s water security. Therefore, the coordination plan should take into account the factors to ensure the harmony of interests between the two localities and avoid the conflict and gap between their policies.

 

At the workshop, representatives from Quang Nam Department of Construction agreed on the need of a coordination regulation because water resources are extremely important and urgent. The socio-economic development has had serious negative impacts on water resources, for example, all the current environmental incidents are related to water resource. Aware of the importance of water resources, the two localities’ authorities have implemented actions without hesitation, particularly clearing Co Co river to connect Han and Cua Dai sea gates to to create favorable water traffic for trade, tourism and socio-economic development between the two localities. The drafting group should consider editing following contents: which project’s activities need the consultation from the two localities? Considering time and objectives to implement effectively and organizing annual reviews to draw lessons learned.

 

Mr. Bui Van Tieng, Chairman of Da Nang Historical Science Association shared at the workshop: Water security in the world in general and in Vietnam in particular is very urgent, Mekong River Basin established a Committee headed by the regional countries’ Prime Minister and organizations of water resources from countries in the world concerned about the issue. Da Nang city and Quang Nam province would have some advantages in the cooperation to ensure water resources in the river basin: (1) it is an international issue so that the two localities could take advantages of international organizations’ experience, instrumental and technical aids, (2) the two localities share the origin so they have a strong connection. However, Da Nang city and Quang Nam province are still facing a number of disadvantages: (1) the contradiction between economic development and environmental protection, between water security and national security; (2) The difference in the two localities’ terrains. The workshop is a golden opportunity for the two localities’ departments and agencies to discuss and share information about the management of natural resources and environment with each other..

 

Sharing at workshop, Ms Huynh Thi Lieu Hoa – Deputy Director of Da Nang Department of Natural Resources and Environment appreciated Quang Nam Department of Natural Resources and Environment as well as Da Nang Climate Change Coordination Office cooperating with each other to organize the workshop in the best conditions. Ms. Hoa also concluded: (1) The regulation’s official name is Regulations on the Coordination in the Management of Water Resources and Environmental Protection, (2) The implementation of the regulation would have some particular impacts on the two localities’ economies and societies so it needs the two localities’ agreement, (3) Da Nang Department of Natural Resources and Environment would advise Da Nang’s People Committee about the coordination content and budget and instruments distribution of the plan to control the pollution to cooperate effectively well with Quang Nam province, (4) On behalf of the drafting group, Ms. Ha appreciate the participants and experts’ opinions and comments. The group will acquire the comments and complete the products in the shortest time as well as suggest holding the 2nd consultation meeting in the period 15-20 November, 2016. And then the completed products will be submitted to the two localities’ leaders for signing. 

 

At the end of the workshop, Mr. Tran Thanh Ha emphasized the need of a coordination regulation on the management of water resources and environment in Vu Gia – Thu Bon river basin between the two localities.
