The signing ceremony of the collaboration agreement of comprehensive management of Vu Gia – Thu Ban river basin and Quang Nam – Da Nang coastal area

Vu Gia – Thu Bon, an inter-provincial river system, is one of nine major river systems in Vietnam. The entire area of Vu Gia – Thu Bon river basin from the upstream to the river mouth is 10,350 km2 with 20,22 billion m3 of annual average water volume. The Quang Nam - Da Nang coastal area is the lowest part of Vu Gia - Thu Bon river basin with the length of 225 km and belongs to both Da Nang city (approximately 100 km) and Quang Nam province (approximately 125 km)

Vu Gia – Thu Bon river basin and Quang Nam – Da Nang coastal area play an important role in socio-economic development of Da Nang city and Quang Nam province. In addition of water resource, from upstream river area to downstream beach, there are other kinds of natural resources such as mineral, forest, fishery resource, tourism, etc. serving as a basis to enhance this area’s development of economy, tourism, potential hydropower, etc. which creates the motivation for the development of Central Vietnam key economic zones as well as becomes the model of future development of Central urban areas (coastal cities).

 

Current economic activities and unsuitable management of water resource are leading to the area’s functional impairment which could bring about obstacles for the future socio – economic development of Da Nang city and Quang Nam province. Also, the area is facing a water distribution contradiction between hydropower sector and other relevant sectors, major unfavorable flow change which leads to the increase of flood risk in the raining season and water shortage as well as saline penetration in the dry season. In addition, watershed deforestation, illegal gold, sand and gravel mining in the river are causing the degradation and depletion of water resources and river bank erosion. In general, these are putting negative impacts on the area’s water resource and natural ecosystem.

 

Therefore, in order to ensure the area’s sustainable development and the harmony between socio-economic growth and environment, an integrated management of Vu Gia – Thu Bon river basin and Quang Nam – Da Nang coastal area is critically necessary. Aware of the issue, the two localities’ authorities have made a large number of efforts in collaboration with central government’s departments and agencies to manage Vu Gia – Thu Bon river basin and Quang Nam – Da Nang coastal area including signing Conclusion 26-KL/TUQN – TUDN of Da Nang city and Quang Nam province’ Party Committee, an important basis for the two localities’ people committees to continue promoting related activities.

 

After high level roundtable dialogue “Integrated watershed and coastal management: from Ridge to Reef” approach application in the Vu Gia – Thu Bon River Basin and Da Nang – Quang Nam Coastal Area” chaired by the authorities of Da Nang City and Quang Nam Province in Hoi An city on November 24th, 2016, international and local participants realized that (i) integrated watershed and coastal management with “from Ridge to Reef” approach (R2R), a new spatial management approach in the world, is necessary to be applied to Vietnam’s inter-boundary waters; and (ii) Vu Gia – Thu Bon river basin and Quang Nam – Da Nang coastal area possess basic characteristics to become the case study in Vietnam to pilot inter-provincial mechanism in integrated watershed and coastal management.

 

Mr. Le Tri Thanh and Mr. Ho Ky Minh are signing the collaboration agreement between Da Nang city and Quang Nam province


In this spirit, Mr. Le Tri Thanh - Vice Chairman of Quang Nam Province’s People Committee and Mr. Ho Ky Minh - Vice Chairman of Da Nang City’s People Committee signed the collaboration agreement between the two localities in pilot application of integrated watershed and coastal management of Vu Gia – Thu Bon river basin and Quang Nam – Da Nang coastal area with a view to (1) strengthening the cooperation among the stakeholders (interdisciplinary) between areas and towns of Quang Nam province and Da Nang city to pilot integrated management of Vu Gia – Thu Bon river basins and Quang Nam – Da Nang coastal area to approach the harmony between socio – economic growth and environment, (2) exchanging information and encouraging the collaboration between relevant stakeholders (departments and agencies, enterprises, government, communities, and management boards of nature and heritage conservation centers), and (3) developing an inter-provincial mechanism in integrated watershed and coastal management of Vu Gia – Thu Bon river basin and Quang Nam – Da Nang coastal area.

 

 

With the collaboration agreement, the two localities’ departments and agencies have a better understanding of long term and critical important role of river basin and coastal area’s water resource in coastal localities’ socio – economic development, including Quang Nam’s and Da Nang’s. Thereby, they will have plans for planning, management, exploitation and conservation of this kind of water resource which will be in line with the area’s other development activities as well as in the connection between upstream river basin and downstream coastal area. Integrated watershed and coastal management does not replace departmental management but plays role in connecting, associating and adjusting relevant departments’ actions in the process of managing, conserving, exploiting and consuming river basin and coastal area’ water resource.
